Construction and Suppletory Application Existing Laws. - The provisions of this Act shall be construed liberally in favor of achieving biodiversity, conservation of the watershed and environmental protection and sustain its development. The provisions of Republic Act No. 7586, otherwise known as the National Integrated Protected Areas System (NIPAS) Act of 1992 and existing forestry laws, and corresponding rules and regulations not inconsistent hereto and have the suppletory effect in the implementation of this Act.
