Relationship with Local Government Units. - Except as herein provided, the local government units comprising the Aurora Special Economic Zone shall retain their basic autonomy and identity. The barangays of Esteves, Dibet and Dibacong, all in the Municipality of Casiguran shall operate and function in accordance with the Local Government Code of 1991. In case of any conflict between the ASEZA and, the Province of Aurora on matters affecting the Aurora Ecozone other than defense and security matters, the decision of the ASEZA shall prevail.
