Utilization of Non-renewable Resources. - Any exploration for and exploitation or utilization of non-renewable resources within the PA shall not be allowed. Energy projects, renewable or otherwise, shall be permitted only through an act of Congress: Provided, That exploitation of renewable energy up to three megawatts capacity shall be exempt from such requirement.
