Transitory Provision. - In order to ensure the sustainability and integrity of the watershed and water resources, the recovery and restoration of biological diversity and to develop sustainable livelihood opportunities for tenured migrants, the DENR shall henceforth cease to issue concessions, licenses, permits, clearances, compliance documents or any other instrument that allows exploitation and utilization of resources within the PA until the management plan shall have been put into effect.
