Effectivity Clause. - This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation readily available in and around the scope specified herein. It shall likewise be posted in a conspicuous place in the provincial, municipal and barangay halls within the area as well as in three other places frequented by the public.

This Act which is a consolidation of House Bill No. 5838 and Senate Bill No. 2616 was finally passed by the House of Representatives and the Senate on November 14, 2006 and June 6, 2007, respectively.
