Procedures for Inquiries, Studies, Hearings, Investigations, and Proceedings. - All inquiries, studies, hearings, investigations and proceedings conducted by the Secretary of the Department of Health shall be governed by the rules adopted by him/her, and in the conduct thereof shall not be bound by the technical rules of evidence.
