Effectivity Clause. - This Act shall take effect after fifteen (15) days following its publication in at least two (2) newspapers of general circulation.

This Act which is a consolidation of House Bill No. 1890 and Senate Bill No. 2009 was finally passed by the House of Representative and the Senate on April 22, 2008 and March 12, 2008, respectively.
