Transfer of Rights and Liabilities. - The TPB, the TIEZA and the DFPC shall, by virtue of this Act, be subrogated to all rights and assume all liabilities of the PCVC, the PTA and the DFP, respectively, in accordance with pertinent laws, rules and regulations.
