Implementing Rules and Regulations. The implementing rules and regulations to effectively carry out the provisions of this Act shall be adopted by and promulgated by the Board of Trustees of the Pag-IBIG Fund not later than ninety (90) days after the approval of this Act which shall be published in at least one (1) national newspaper of general circulation.
