Implementing Rules and Regulations. - Within thirty (30) days from the effectivity of this Act, the DOH, in collaboration with relevant government agencies and professional associations, shall develop the implementing rules and regulations necessary to effectively implement the provisions of this Act: Provided, That the DOH shall issue a special protocol on the deaf and people with hearing impairment in the implementation of Section 5 of this Act.
