Conversion/Integration. - The Tiburcio Tancinco Memorial Institute of Science and Technology in Calbayog City is hereby converted into a state university to be known as the Northwest Samar State University, hereinafter referred to as the University, integrating therewith the Samar State College of Agriculture and Forestry (SSCAF) in the Municipality of San Jorge, both located in the Province of Western Samar. The main campus of the University shall be in Calbayog City.
