Conversion. - The Don Honorio Ventura College of Arts and Trades in the Municipality of Bacolor, including its satellite/extension campus in the Municipality of Mexico, both located in the Province of Pampanga is hereby converted into a state university, to be known as the Don Honorio Ventura Technological State University (DHVTSU), hereinafter referred to as the University.
