The Secretariat. - The Commission shall organize a Secretariat that shall assist the Secretary in the performance of his/her functions and shall serve as the technical arm of the Commission. It shall be headed by an Executive Director who shall be appointed by the President. The Executive Director shall execute the policies and programs of the Commission and shall be responsible for the efficient. and effective day-to-day management of the operations of the Commission.
The Executive Director shall recommend to the Secretary, for approval of the Commission, the budget of the Secretariat, its staffing pattern, position classification and compensation scheme, and the appointment of its personnel subject to existing laws, rules and regulations.
The Executive Director shall be appointed by the President and shall enjoy security of tenure and may only be removed for cause in accordance with law.
