The master, agent, owner or consignee of any vessel arriving in the Philippines from a place outside thereof, or departing from the Philippines for a place outside thereof, shall furnish to the immigration officer in charge at the port of arrival and at the port of departure such crew lists and passenger manifests and such other information concerning the persons arriving or departing on the vessel as shall be required in regulations prescribed by the Commissioner of Immigration: Provided, That the Commissioner of Immigration may, in his discretion, exempt any vessel from the requirement of this section.
