It shall be the duty of the master, agent, owner, or consignee of any vessel arriving in the Philippines from a place outside thereof to detain on board any alien seaman employed on such vessel until the immigration officer in charge has inspected such seaman, and to detain such seaman on board after inspection and to remove such seaman if required by the immigration officer in charge or by the Commissioner of Immigration to do so. No seaman employed on board such a vessel shall be paid off or discharged while the vessel is in a port of t'he Philippines without the permission of the immigration authorities.
