Non-impairment of Benefits. Powers, Jurisdiction, Rights, Privileges, Functions and Activities. Nothing in this Act shall be construed to repeal, amend or limit any provision of existing laws, Presidential Decrees and Letters of Instructions, not otherwise specifically inconsistent with the provisions of this Act.
