Duties and Responsibilities of the Other Members of the Commission. Jointly with the Chairman, the two Commissioners shall be responsible for the effective exercise of the rule-making and adjudicative functions of the Commission. In case of the absence of the Chairman, owing to illness or other cause, the senior member shall temporarily perform the functions of the Chairman.
