Implementing Rules and Regulations. The PSA Board together with the PSA, the PSRTI, the NEDA and other concerned agencies of government that may be determined by the PSA Board, shall formulate the implementing rules and regulations of this Act within ninety (90) days after its approval. Such rules and regulations shall take effect fifteen (15) days after its publication in a newspaper of general circulation in the Philippines.
