Implementing Rules and Regulations. - Subject to the approval of the Commission, the Board shall adopt and promulgate such rules and regulations to carry out the provisions of this Act, which shall be effective after sixty (60) days following its publication in the Official Gazette or in a major daily newspaper of general circulation in the country.
