Effect on Existing Franchise. - This franchise shall not revoke existing franchises. No waiver of rights from the franchised distribution utilities shall be necessary to operate DERs or microgrids in remote and unviable, unserved, or underserved areas as determined by the DOE, in accordance with Sections 1 and 2 of this Act.
