Competition in Remote and Unviable, Unserved, and Underserved Areas. - This franchise shall not affect the duty of the DOE to promote private sector participation in the electrification of remote and unviable, unserved, and underserved areas. Other qualified third parties shall be able to continue to participate in any competitive selection to operate in any remote and unviable, unserved, and underserved areas, as determined by the DOE, in accordance with Sections 1 and 2 of this Act, even without a similar franchise from Congress.
