Plebiscite. -The provinces of Maguindanao del Norte and Maguindanao del Sur shall be created as provided for in this Chapter upon approval by the majority of the votes cast by the voters of the affected areas in a plbiscite to be conducted and supervised by the Commission on Elections (COMELEC) within ninety (90) days from the date of the effecitvity of this Act.
The expenses for the conduct of the plebiscite shall be borne by the present Province of Maguindanao.
