Creation of a Special Division in the Energy Regulatory Commission. A Special Division attached to the appropriate Service Department in the ERC is hereby created for the effective implementation of this Act. The new organizational structure and staffing complement shall be determined by the Commission and approved by the Office of the President in accordance with existing laws, rules, and regulations. The budgetary requirements shall be taken from the current appropriations of the ERC. Thereafter, the funding for the dedicated division shall be included in the GAA.
