Qualifications. - The Executive Director shall have the following qualifications:
(a) Must be a natural-born citizen permanently residing in the Philippines;
(b) Must have good oral character; and
(c) Must have an advanced degree in geosciences, engineering, or other related fields, and at least five (5) years of expertise and competence in volcanology, geophysics, or allied sciences: Provided, That the Executive Director and the three (3) Deputy Executive Director shall be Career Executive Service Officers (CESOs).
