Refusal to Register. - The Board shall not register and issue a COR to a registrant who has been convicted by final judgment by a court of competent jurisdiction of a crime involving moral turpitude, or found guilty of immoral or dishonorable conduct after an investigation by the Board, or has been declared to be of unsound mind. The reason for the refusal shall be in writing.
