Foreign Reciprocity. - No foreign professional agriculturist shall be admitted to the examination, or given a COR or PIC and entitled to any of the privileges provided in this Act, unless the country of which the foreign professional agriculturist is a citizen specifically allows Filipino registered agriculturists to practice within its territorial limits on the same basis as its citizens.
