Qualifications and Appointment. - The General Manager and Assistant General Managers of the Authority must be citizens and residents of the Philippines, of good moral character, of proven integrity, competence, and expertise in housing, urban planning, and development, and must have qualified under Section 16 of Republic Act No. 10149.
