Personnel Officers. Each department of the National Government and whenever necessary each agency of office and each province and chartered city shall have a personnel office headed by a personnel officer who, subject to the authority of the head of the organization concerned, shall be responsible for personnel management and maintenance of effective liaison with the Commission.
