Position Classification and Pay. It is hereby declared to be the policy of the Government to provide equal pay for equal work and to base differences in pay upon differences in duties, responsibilities, and qualifications requirements of the work. Due regard shall be given to appropriate increases in pay for seniority, longevity, efficiency of service and the just demands of a family living wage.
