Designation of Other Dates for Certain Pre-election Acts. - If, on account of insurmountable difficulties, the division into election precincts, the designation of polling places, the appointment of members of the board of election inspectors, or the registration of voters or other pre-election acts should not be effected in any place on the dates herein fixed, the Commission shall fix another date in order that the omission may be remedied and the voters in such place may not be deprived of the right of suffrage.
