Prohibition Against Transfer of Officers and Employees in the Civil Service, and Philippine Army, Philippine Constabulary, Philippine Air Force and Philippine Navy Unit Commanders. - It shall be unlawful for any public official to make or cause any transfer or detail whatever of any officer or employee in the civil service including public school teachers, or any army, constabulary, air force, or naval unit commander of the Armed Forces of the Philippines within ninety days before any election except with the approval of the Commission upon prior notice and hearing.
