Prohibition on Refusal of Public Utilities to Carry Election Mail Matter. - It shall be unlawful for any public utility or transportation to refuse to carry official election mail matters free of charge, thirty days before and after the elections. Any such refusal to carry election mail matters shall be cause for the cancellation or revocation of their certificates of public convenience or franchises.
