Retroactive Charges. - Officials and employees who were previously separated from the government service not for cause but as a result of the reorganization pursuant to various executive orders authorizing government reorganization issued after the ratification of the 1987 Constitution shall be deemed covered and entitled to avail of the incentive benefits under this Act.
