Appointments. – The shall appoint all foreign service staff officers and foreign service staff employees in accordance with the Civil Service rules and regulations. Recruitment on the foreign service staff officer level shall be made through a competitive examination open to personnel of the Department and outsiders, the successful candidates of which shall be certified by the Board of Foreign Service Examinations for appointment by the Secretary.
