Civil Service Eligibility. – No person shall be appointed foreign service staff officer or foreign service staff employee unless he is a civil service eligible: provided, however, that priority shall be given to those who passed the examinations for foreign service staff officers and foreign service staff employees conducted by the Board of Foreign Service Examinations.
