Applicability of Civil Service Law.- All permanent officers and employees of the Corporation below the rank of Assistant Postmaster General shall be subject to the Civil Service Law, rules and regulations so long as the Corporation is majority-owned by the Government. The hiring of temporary workers or casuals to meet peak or seasonal volume of mail matters shall be exempt from the provision of this Section.
