Prohibition of Strikes, Work Stoppages and Slowdowns.- In view of the vital nature of postal services and its effect on national interests, the officers and employees of the Corporation are prohibited from conducting strikes, work slowdowns or stoppages, and such other acts that may disrupt the timely delivery of mail matters.

Nothing in this provision shall prevent such officers and employees from forming a union or employee association in accordance with Civil Service rules and regulations and for the purpose of securing changes or improvements in the terms and conditions of their employment.
