Dividend for Government Shareholdings.- The annual dividends that may be declared by the Corporation pertaining to the national government shareholdings shall be in the form of stock dividends in order to build up the capital base of the Corporation: Provided, however, That this provision shall not operate to prejudice the declaration of cash dividends to private stock-holders.
