Section 8 of the same Act is hereby amended to read as follows:
"Section 8.Regulatory Boards. The Toll Regulatory Board which was created by Presidential Decree No. 1112 is hereby attached to the Department of Public Works and Highways with the Secretary of Public Works and Highways as Chairman."
