Section 9 of the same Act is hereby amended to read as follows:
"Section 9.Project Supervision. Every infrastructure project undertaken under the provisions of this Act shall be in accordance with the plans, specifications, standards, and costs approved by the concerned government agency and shall be under the supervision of the said agency or local government unit in the case of local projects."
