Plebiscite. The Island Garden City of Samal shall acquire corporate existence upon ratification of its creation by the majority of the votes cast in a plebiscite to be conducted and supervised by the Commission on Elections within sixty (60) days from the approval of this Act, in the municipalities affected. The expenses for the plebiscite shall be divided in such a manner that half of the cost shall be borne by the Province of Davao and the other half shall be shared equally between the three (3) municipalities of Samal Island.
