Rules and Regulations. - An inter-agency committee to be composed of the Secretaries of the Departments of Trade and Industry, Agriculture, and Finance, the Commissioner of the Bureau of Customs and the Chairman of the Tariff Commission shall promulgate all rules and regulations necessary to carry out their respective functions under this Act.
