In order to ensure the smooth transition to a State College, the incumbent superintendent of the Negros Occidental Agricultural College, if qualified, shall serve as the first president of Negros State College of Agriculture subject to the provision of Section 9 on the College president. The remaining term of the incumbent superintendent of the Negros Occidental Agricultural College shall be counted as his first term as State College president.
