Meetings. - The Council shall meet regularly at least once a month or as often as necessary at the call of the chairperson or a majority of the members. A majority of the members of the Board shall constitute a quorum to do business. The members of the Council shall be entitled to honoraria based on existing government accounting and auditing rules and regulations.
