Inspection Powers. - The executive director may, after giving reasonable notice to a government office, inspect the system and procedure of maintaining, including the storage or condition, of such public records that are under the possession, custody or control of that office: Provided, however, That the executive director is prohibited from exercising such power to inspect in cases where public records:
(1) Carry security classifications; and
(2) Are restricted by other legislation without the consent of the head of the controlling government office.
The provision of this section applies, with the necessary modifications, to local government records and local government archives.
