Direction to Report to the Executive Director. - The executive director may give notice in writing directing the head of a government office or of an approved repository to report to the executive director or to any other person on:
(1) Any specified aspect of its record keeping practice; or
(2) The public records that it controls or, in the case of an approved repository, has possession of.
