Public Access, Determination of Access Status as Open or Restricted. - When public records have been in existence for thirty (30) years or more are about to be transferred to the custody and control of the executive director under Section 20, the head of the controlling government office shall, in accordance with this Section and Section 31 hereof, classify the records as either:
(1) Open access records; or
(2) Restricted access records
The head of a controlling government office may, at any time, change the classification of a public record, referred to in accordance with Section 25.
