Legal Counsel. - The AFAB shall have its own internal legal counsel under the supervision of the Government Corporate Counsel. When the exigencies of its businesses and operations demand, the AFAB may engage the services of an outside counsel either on a c a s e - t o - c a s e or on a fixed retainer basis.
