Merit System. - All officials and employees of the MinDA shall be selected and appointed on the basis of merit and fitness in accordance with civil service law, rules and regulations. The recruitment, transfer, promotion, and dismissal of all its personnel including temporary workers shall be governed by a merit system that will be established by the MinDA in compliance with existing laws, rules and regulations.
