Democratic Access. - The NAAP shall democratize the admission process to enhance access to its programs and services for disadvantaged students, such as indigenous peoples and poor but deserving students, valedictorians and salutatorians of public high schools, and students from depressed areas.
It shall admit at least one (1) student from every region, who shall be recommended by the respective regional councils to the Bachelor of Science in Air Transportation and bachelor of Science in Aeronautical Engineering programs: Provided, That applicants must pass the basic requirements for admission: Provided, further, That upon determination that there is no qualified applicant from a particular region, another qualified applicant, irrespective of domicile, shall be considered for such slot.
No student shall b denied admission to the NAAP by reason of age, gender, nationality, religious belief, economic status, ethnicity, physical disability, and political opinion or affiliation.
